Finance-dominated capitalism in crisis – the case for a Global Keynesian New Deal

Eckhard Hein, Eckhard and Achim Truger sehen in der Ungleichheit die zentrale Ursache für die aktuelle Finanz- und Wirtschaftskrise:

„We analyse the long-run imbalances of finance-dominated capitalism underlying the present crisis – which began in 2007 – with a focus on developments in the US and Germany. We argue that beyond inefficient regulation of the financial sector, the severeness of the present crisis has been mainly caused by increasing inequalities of income distribution and rising imbalances in the world economy associated with finance-dominated capitalism. From this it follows that in the near and not so near future, the US will no longer be able to act as the driving force for world demand. In order to avoid a period of deflationary stagnation in major parts of the world economy, we finally propose the policy package of a Global Keynesian New Deal which should consist of: 1. re-regulation of the financial sector, 2. re-orientation of macroeconomic policies along (Post-)Keynesian lines, and 3. re-construction of international macroeconomic policy co-ordination, in particular on the European level, and a new world financial order.“

Die VWLer immer noch verwirrt, im Jahr 2 nach dem Crash. Aber endlich Zeit für interessante Ideen und nicht mehr die Dampfwalze der Mainstream-Dominanz. Daraus könnten schon ein paar neue Konzepte entstehen.  Schließlich ist Keynes‘ „Allgemeine Theorie“ auch erst sieben Jahre nach dem großen Crash 1929 veröffentlicht worden.

Im Ausland denken die Ökonomen schon ernsthaft nach über eine Erneuerung der Ökonomie nach der Krise der „Great Moderation“. Ich hoffe, diese selbstkritische Überpüfung liebgewonnener Theorien macht an den deutschen Grenzen nicht halt.

Grundsätze für die Finanzmarkreform

Alberto Giovanni hat für die Policy-Papers der CEPR erste Grundsätze für die Finanzmarktreform formuliert. Dabei geht er davon aus, dass Finanzkrisen naturgemäß Zusammenbrüche „finanzieller Intermediation“, d.h. des Bankwesens sind:

„This will require a wide-ranging reform, in which all market actors who are – or maybe – involved in liquidity transformation disclose to supervisors the full extent of their activities. Another pillar of the reform strategy is a redesign to regulations pertaining to banks (client servicers) and investment managers (capital managers).“

Hier fordert er weitgehende Informationspflichten der Banken gegenüber der Aufsicht und eine Differenzierung des Bankensystems selbst nach seinen Aufgaben gegenüber Einlegern und Investmentmanagern. Das geht in Richtung der Obama-Vorschläge einer Rückkehr zum Trennbankensystem.
